Burroughs wrote in Vanity Fair that "'Public Enemies' was a real labor of love, the most fun I've ever had researching and writing a book. It tells the story of not only Dillinger, the charismatic Midwestern bank robber, but of a half dozen criminal gangs pursued by J. Edgar Hoover's fledgling FBI....Defeating them all created the modern FBI."
Burrough details the controversial stories of John Dilinger, Baby Face Nelson, Pretty Boy Floyd, the Barker-Karpis Gang, Machine Gun Kelly, and Bonnie and Clyde alongside the evolution of the FBI from 1933-1936. The book was turned into a film starring Johnny Depp. Burrough was a background extra during the scene depicting Dillinger outside the Biograph Theater.
